Should NASCAR change their rules for Talledega?

Should NASCAR change their rules for Restricter Plate races? When the fans are at risk is that the time to change? After all, they are the reason the sport exists. This subject has been brought up again because of Carl Ewdwards' horrific crash on the last lap of the Aaron's 499 at Talladega Sunday. Where his car Flew up and struck the fence throwing debris into the stands injuring fans. Is this something that has to be changed or is it, as the saying goes, it's just racing. Being that close to something that's potentially harmful is a chance that the fan takes? When it comes down to it, racing is a very dangerous sport where anything can happen and everybody that attends is taking a risk. But is Talladega to Dangerous?
